I thought MIA meant that domestic deals end before the season, but clubs can buy from European clubs til the end of August (seeing as they can already sell to them)
BUt then, you might as well just have the window opening dates re-aligned with the European ones like they used to be. The motive for changing it was to have a settled squad before the season starts.
If you are going to give that up, and be bringing players in after the start of the season, there's no reason to limit that to only certain categories of player. imo.
